On January 24, he remarked that "Trump’s proposal doesn’t end taxes on tips—it’s a modest adjustment that still fails tipped workers." He further noted that it maintains a sub-minimum wage of $2.13 and contains loopholes allowing wealthier individuals to avoid taxes by categorizing large gifts as tips.
