On February 12, 2025, Horsford expressed his opposition to House Republicans' actions regarding tax filing costs. "Today I fought to save Nevadans hundreds of dollars on tax filing costs. House Republicans blocked relief for 140K Nevadans," he stated. He emphasized his commitment to ensuring that taxpayers do not pay more than necessary.

Later that day, Horsford criticized the GOP's fiscal policy decisions, claiming they are detrimental to the broader public interest. "GOP is adding $4.5 trillion in debt to pay for tax cuts to the rich," he asserted, suggesting alternative uses for these funds such as reducing prescription drug costs and making housing more affordable.

On February 13, 2025, Horsford introduced his TIPS Act alongside colleagues and advocates. He highlighted the significance of tips as gifts rather than taxable income. "A tip is a gift…not a guarantee, and it should not be taxed!" he declared while calling for bipartisan support for this bill.
